Is this a GoDaddy issue or a WordPress issue?
Would changing web hosts resolve this issue?

The website, although I'm working on optimizing all the images, is loading ridiculously slowly: http://www.museemagazine.com

Slowness/high CPU usage could be due to (but not limited to):
    - a poor or memory intensive theme - poor or memory intensive plugins
    - your server is slow (e.g., "process hang", overload, other problems, etc.)

Strictly addressing server response time, though, is this the fault of GoDaddy?

Personally, I had bad luck with shared hosting with my wordpress site hosting with Godaddy. Very slow response times and many times I couldn't even log into my website. It would time out because of how slow their servers were.

Sorry, but discussions of hosting are closed per the forum rules -

    They attract too much spam.
