    Just set up WordPress from scratch, with 4.7, for — no posts yet.

    * Live site is visible (brand new, no posts, so just skeleton) and Admin bar is visible at the top when I sign in (screenshot:

    * Click the dashboard menu option from the admin bar, or visit any /wp-admin URL directly. (I’ve tried several.)

    * On any wp-admin page, I get “Sorry, you are not allowed to access this page.” ( for a screenshot)

    * Wondering if the problem is related to SSL settings. I want to end up with HTTPS for everything, but perhaps I’ve configured incorrectly… see below.

    * I’ve added the following to my wp-config.php

    * Running on MediaTemple’s Grid Server (GS) default configs all the way around.
    * No plugins other than default installed.
    * One custom theme installed and customized.
    * Site runs via Cloudflare global reverse proxy; I’ve purged cache a few times just in case. I have Flexible SSL set up in Cloudflare, currently, so between Cloudflare and my host the connection may go over HTTP.
    * I do not have an SSL certificate on the webserver at this time.
    * Only one user… me. I used phpMyAdmin to review wp_capabilities and wp_user_level and are set properly (I believe) to
    and wp_user_level is set to 10
