Where on this site can I a step by step tutorial on how you get your website to reference your wp blog site? In other words, I’m trying to have wp run the website.

It’s kind of unclear what you’re looking for. Do you have an existing site? If so, then you would install in the root or give WordPress it’s own directory and then convert any preexisting pages into WP pages. If you DON’T have an existing website then just install and start building.
