Single comment on own page

I know this sounds a little odd, but I am looking to find a way to get a single comment on its own page. So instead of linking to a hashtag version of the comment, the comment in context with all other comments, it would simply be a page with only the comment I linked to on it.

I realise the best way to do this would be to load up the post the comment is on, and then load only the comment you want to load, but I am at a complete loss at how to do this.

Any advice is greatly appreciated, though keep in mind that I am pretty poor with PHP (though I am looking to learn/improve).
