Silly Question From New Member in Manchester UK

I just joined the forum and based in Manchester UK. This may sound like a daft question. I desperately need to learn how to install WP (latest version) to create professional looking blogs, to add themes, plug ins and FTP stuff. I am not that technically inclined but willing to learn from an experienced blogger. I will gladly pay for the services although my funds are rather stretched at the minute.

Is there anyone out there (maybe in the UK) who can help me get started.
