    hello.
    i think option ‘sidebars-widgets’ must be depended on theme.

    because if in 2 themes id of widget area same, after changing widgets in area#1 in theme 2 and switching back to theme 1 (in case of ‘dont like theme’) – widgets in area#1 is not same as been before…

    Yes, it has always been dependent on the theme. The widgets used to be moved to the Inactive Widget Area, but there was some additional logic added (maybe it was one of the 4.7 releases) to try to “guess” where the widgets should go.
    I personally preferred the old way, so that the theme had the right widgets every time.
