 * You can add the shortcode in a Text widget.
 * But, by default the widget does not process shortcodes so you’ll need a plugin
   like [https://wordpress.org/plugins/enable-shortcode-and-php-support-in-text-widget/](https://wordpress.org/plugins/enable-shortcode-and-php-support-in-text-widget/)
   to get it to process them.

   or where to find a widget. Should I just hire someone to do this?

 * I downloaded the “Enable Shortcode and PHP in Text Widget”. I found where the
   shortcode says [optinform], but I can’t figure out where to put that code to 
   get the form to show up in the sidebar.

 * The shortcode goes in the “Content” option for the “Text” WordPress widget.
