The menu should be scrollable. If no scroll bars appear, your device must be in tablet mode, in which case tap/dragging the menu will scroll it.

The device is not in tablet mode, no scroll bars appear. Dell Latitude 5480, Win 10, not a touch screen laptop. Problem repeats across Edge, Chrome, and FF with Windows set to desktop mode.

I checked on a Dell Win10 machine in FF, but not 5480. Scroll bars exist. It’s possible for your theme or plugins to alter admin CSS in a way that could suppress scroll bars. Try installing and activating the health-check plugin. Enter troubleshooting mode to deactivate plugins and switch to twentynineteen theme. This affects your view only. Other visitor’s experience is unchanged. You should find scroll bars now. Restore your modules through the troubleshooting admin bar item, one at a time, testing after each. When the scrollbars disappear, the last activated module is at fault.

Don’t forget to exit troubleshooting mode when you’re finished.
