I know there is a way to do this in a plugin, so when you activate it you see a message. but how about in a theme? so if I activate plugin x and theme Y has extra options in relation to that plugin you get a message.

how would that be done – from the theme side?

Personally haven’t done this, but I have seen this feature with

    http://wordpress.org/extend/plugins/w3-total-cache/

whenever a plugin is activated, it displays a message with buttons to clear the cache on the Admin Panel screen. See if these folks can give you tips on this, by asking the question at

    http://wordpress.org/support/plugin/w3-total-cache

thanks I think….why would I go to a different site to ask a question that plugin developers or theme developers here would know or might know?

Yes, they’ve already done that, so it’s easy for them to point you the directly how to do that. It’s probably executed via WP Hooks, just have to know the php source file to see how that is implemented.

theirs is a plugin. mine is a theme – would the same concepts still apply?

It uses WP hooks, will work anywhere.
