Show menu for blog category names

Hi

I have a news page that acts like a dashboard as it will only show 1 or 2 blog posts from each blog category and I’d like to have a horizontal menu above the page content that shows the available category names whch when clicked loads all of the posts within the chosen category.

I could hard code something or alter a template but would prefer a setup that is easier for an end user to manage. Is there a shortcode, widget or plug-in etc that can help me out.

Any advice would be appreciated.
