Documents in the frontend and the ones emailed to the customers will always be in the site language Settings > General > Site Language.
Other than that, you must specify the user language in Users > Your Profile > Language accordingly. For example, if you decide to add another admin and you want him to see the document in Swedish, you must change his language with this instruction.
If you want to have more control I suggest you our Professional extension because it adds multilingual support for WPML.
I just wanted to know if it’s possible beoz the government here only accept Arabic invoice
so I want to have Arabic invoice in all

So, if you set your site language to Arabic the frontend and email documents will be in Arabic. Other than that, you must specify the user language to Arabic.
If you want to force the document to be always Arabic, independent from the site language, you need our Professional extension like indicated above.
