    Strings containing short codes must be filtered by WordPress in order for short codes to get parsed. This is usually in the content of a post.

    In what context are you outputting the short codes, expecting to see tweets?

    Actually, I’d like to show my latest tweets one at a time in my footer bar.

    This isn’t really what short codes are for. They’re for embedding in posts.

    Either move your widget to the footer, or make custom calls to the latest_tweets_render_html function.
