Shortcode in Custom Links for menu

Hello, Does this work in Custom Links for menu? I am trying to include a static html page on my menu, say for example [url_base]/privacy.html but when I save it, it becomes http://[url_base]/privacy.html and the link on the frontpage has no link at all.
