At first, please test if the regular filtering with that filter word is working in the TablePress Row Filter Extension. Then, we can proceed to the Shortcode filter from GET part.

ok, so on that page, you have filter=rotterdam in the Shortcode?
If you now activate the Shortcode filter by GET parameter Extension AND change the Shortcode on that page to
[table_filter id=1 /]
does the URL https://opleidensnel.nl/test/?table_filter=rotterdam return the same table?
(One independent thing: Please switch from the “Visual” to the “Text” editor on the “Edit” screen of this page. Then, please remove all <pre> and similar HTML tags around the Shortcode. This is what’s currently breaking the styling of your table.)

thanks for the email. Just as I had mentioned above, the Shortcode on https://opleidensnel.nl/test/ was still
[table id=1 /]
and not
[table_filter id=1 /]
as mentioned above. I have now changed this, so that https://opleidensnel.nl/test/?table_filter=rotterdam filters as expected.
