Shop based tax in sufflix and customer adress in tax calculation

Hi,
I want to display the excl. tax as default prica and in de the sufflix the incl. Tax price. The incl. tax should be calculated by the shop adress (21%). When I put the ‘Calculate tax based on’ on the customer adress the website shows the same prices because the tax is calculated when the customers inserts his adress.
The current setup shows the correct prices when no adress is filled in but when someone orders from, for example Norway, the tax should be 0%. In the current setup this does not work because the tax is calculated by the shop adress.
I want the prices shown in the sufflix always the excl. tax price + 21%. And the tax in the check-out should be calculated by the customer billing adress so the countries where there is no tax won’t need to pay this.
How can I achieve this?

Hi @mick69145. Are prices in your store set to include tax or not? Also, in WooCommerce > Settings, are you using geolocation to figure out the customer’s location?
