Shipping weights for ups or call for shipping quote

A client of mine wants to determine shipping costs based on weights. If the weight of the cart is below 150 pound then the shipping cost should be determined from the rates UPS returns. If the cart weight is above 150 pounds then the order should be put in pending mode and a message should be displayed to either call the company for a shipping quote. Can your UPS plugin handle this functionality
