Shipping rule not working

I have set the shipping rule to anything equal to a shipping class send to Western Australia, show the error message. However when I set the shipping destination to Canada and checkout, it still shows the error message. Canada and Australia is completely different country. Why is this happening? I have no other rules so I don’t know why this isn’t working.
