The shipping costs being returned are too high for only some locations. I believe they may be Priority Mail Express rates rather than Priority.
The odd thing is that for some zip codes, such as 46711, the correct rates are shown. For others, such as 04780, high rates are shown.

I tested this with your site on the product: Snow & Nealley “Our Best” 2-1/4 lb. Single Bit Axe. We placed in the ZIP code 46711 which matched Berne, Indiana, and we pulled a charge of $8.42 for Ground and Priority.

I then tested with the ZIP 04780 which pulled the city Hersey, Maine. It keeps the cheap ground option but does look like it charges what appears to be Priority Mail Express.

As you appear to be based in Maine, and the higher charge shows for Maine it might be a setting in your WooCommerce Services area under WooCommerce > Settings > Shipping > Shipping Zones . Do you have different options set up in different zones? If you do not, please submit a ticket to us at https://woocommerce.com/my-dashboard, under Tickets and we can help dig further into this.

Thanks, @nixiack8. The entire US is in the same zone. Incidentally, we are shipping from PA, not ME. I have submitted a ticket, Ticket ID #1405681.
