Shipping price based on zip code/city

Hello everyone, i have started a new site where i need the shipping price to be diffrent for almost each city/zip code, but also diffrent based on how much its weight is, so for example: (only talking shipping prices)
I have 7 Ton i need to move too zip code 1111 the price will then = 500$
And also 14 Ton i need to move to zip code 1111 the price will then = 800$

But lets then say
i have 7 tons i need to move too zip code 4444 the price will then = 700$
And also 14 Ton i need to move to zip code 4444 the price will then = 900$
