Shipping not being charged to customers on certain orders

We are having an issue with certain orders not showing a shipping address on the order acknowledgment email and on those orders the customer was allowed to check out but not charged for shipping. These shipments shipped from the US and went to Africa, Taiwan and China.

Hi there,
Can you share a screenshot of your shipping zone setup as well as elaborate a bit more on the *exact* costs you expected them to be charged? Is this something that you replicate yourself when using the same shipping/billing addresses during checkout?
Finally, can you also share a copy of your status report as found under **WooCommerce > Status**?

Thanks for that status report! Can you share a screenshot of your shipping setup as well as the checkout screen where you’re seeing that $99.83 as well?

Coming back to the issue at hand, the above screenshot has been narrowed down a little bit to one shipping zone you’ve named ‘free shipping’.
It would be great if you took a screenshot at WooCommerce → Settings → Shipping.

Thanks for holding up the thread. It seems that there have not been many insights on this.
However, looking at the screenshot, it seems that your free ship shipping zone applies everywhere and only has the Free Shipping method. To charge shipping costs, you might want to use the Flat Rate shipping method.
Regarding the omitted shipping addresses in orders, it is likely caused by a plugin/theme conflict. To determine this, you could do a conflict test as explained here: https://docs.woocommerce.com/document/how-to-test-for-conflicts/
