Shipping costs are not synchronized

    I have a business converting tapes to DVD. When I am trying to pay online, sometimes when I order 1 tape, the shipping cost is the fixed $20+. When I change the quantity to two tapes, the shipping price becomes the variable library mail (USPS). If I choose a different format however, a quantity of 1 is the variable library mail rate, quantity of 2 is the fixed rate, quantity of 3 or 4 is the variable rate. Why is this and how can I fix it?

    Ideally I want to charge $5 per tape to ship and handle back until we get to 5 + tapes and have the fixed rate of $25 come into play.
