I’ve the same issue on my website.
When I, as a customer, change the value of the shipping or billing country on the checkout page, taxes, or shipping options are not automatically updated.
When I go to the next step, taxes and shipping are correct according to the new country selected.
But the customer place his order with the wrong information. He discovers the right shipping price and taxes after paying his order. Which is not cool.
Can you do something for that ?

I also have the same issue. Your order or shopping options wont refresh at checkout. So nothing is calculated for customer.
I wonder, What triggers the automatic update in checkout ? And why could there be a reason for this not to work? Could it be server issue or other issue ?
I have deactivated all of my other plugins. But still same issue. So no plugin conflict.
Please help.

[Resolved] Shipping cost not automatic recalculated
This problem is not completely resolved. It may automatically recalculate when you change the shipping country, but if you do shipping by zip code it will not recalculate after a change in that field. I tried changing the zip code with Checkout Manager deactivated and it recalculated properly as soon as the new zip code was typed in the field but with CM activated it will not. Any advice is greatly appreciated. Thanks for your help.

Same problem as rxcatering noticed. Shipping will not update after zip changes.
Please fix it asap.
