Shipping Charges raised on Woo C. not charged on Paypal

Orders that are entered on my website contain shipping costs and shipping address, but neither are picked up by PayPal. This means the customer isn’t charged shipping by Paypal, and there is no delivery address on Paypal. Is this due to a setting in the woo commerce plugin, or is there a problem with Paypal? I’m using the latest version of the woo commerce plugin.
