 * What I want to do is set up a shipping system on my Website that makes Customers
   pay a $4.00 FLAT Fee on any Order under $20.00. Then anything over $20.00, then
   FREE SHIPPING. How do I do this? Please

 * You can actually achieve this using only WooCommerce core. First, heard to WooCommerce
   > Settings> Shippings, and select a shipping zone. Then, create a `Free Shipping`
   method where the `Free shipping requires...` a `Minimum order amount` of `20`.
 * Next, create a new `Flat Rate` shipping zone with a cost of `$4`.
 * This will now show a cost of `$4` for shipping until the order total is over `
   $20`– then you will also see the free shipping option show.
 * If you’d like to hide that `$4` flat rate method when free shipping is available,
