You can choose layout for all pages in section ‘Default’ (set Default layout to Right Column, Second column checkbox should be checked). After that you can add widgets to it at Customize > Widgets > ‘Default Second Column’. You can switch off ‘Page Second Column’ by unchecking mark at Customize Layout > Override default sidebars by custom sidebars on Pages( if you don’t want use separate sidebars for pages).
