Sorry, I can not get your point correctly in this “I can’t set Country or Coin in general setting”. Can you please elaborate it a little more? so I can try to help you in that.
It would be good if you can provide me some rough screenshot for better understanding.

Sorry I din’t explain myself properly. The issue with the plugin is that only states from US appear (so the coin is only $). I tried to desinstall and reinstall.

Thanks for the screenshots. I have checked it and realized that “Fancy Dropdown” (Chosen Dropdown) are not displaying. The simple dropdown is displaying proper which is of “Base State / Province”.
It looks like that there may be some CSS / JS conflict issue should be there.
Please check by below methods
1) Navigate to issue page, press F12. A browser console will be displayed. In that you can see “Console” tab. Click on that tab and refresh the page and see if any error is there or not.
If error is there then please take a screenshot of it to debug.
2) OR please try to deactivate other plugin and check.
