 * The path to access it is…
    “**Settings page in wp admin. Settings > Discussion
   > Comment Attachment**“, however it isn’t there.

 * Apparently operator error. Plugin had been disabled.
    It’s working now in WP4.1

    Then you scroll down, and there
   is an sectino, with Comment Attachment 🙂
