Setting WP Address and Site Address Grayed Out

I’m trying to update my clients site to https and My WordPress Address and Site Address is grayed out under general settings.

I’ve been using wordpress for years for my clients and this is the first time I’ve experienced this problem. And yes, I have checked my config file, htaccess file and the other usual suspects. I even tried to force https in the data base and its still http and not working.
