Setting to stop comments

    That is something that WP takes care of.. visit Settings > Discussion to choose your options (comments, pingbacks, trackbacks, etc.)

    The problem being that this is a global setting across all posts – I would like to make it so only user submitted posts block comments and pings.

    That’s not something that’s included in the plugin, but it may be possible using some custom coding to filter by category, tag, or whatever makes sense.
