Setting a pagination

I have set the “Blog pages show at most” in 2 at the settings and it seems pagination does not appear. Do i need to declare some code in the functions.php or index.php because i have some trouble understanding the wordpress codex since I’m not yet good at PHP. So far it seems using a plugin is the best solution at the moment
