I can only see the subscription form option for the Newsletter mailing list, but not the two options below. How can I add this?
I’m not sure if I understand your question here. Can you please share a screenshot of what you are describing? That will help us visualize it.
Also, the option that only appears in the Newsletter mailing list or WordPress Users when subscribing will automatically move to the WooCommerce Customers option only if the users successfully purchase?
The WordPress User list contains all of the existing WordPress user accounts on your website (with any type of roles), while the WooCommerce Customers list only contains users with the Customer role who placed at least one order on your website.

I see. I understand the issue is that you are only seeing one list there, right? Note that the WooCommerce Customers list and the WordPress Users list are automatically created and managed. Subscribers are added to these list automatically based on the circumstances I shared with you previously, so they won’t show as an option in those settings.
If you create new lists, they should show in the Subscribe in comments and Subscribe in registration form settings.

After placing an order on the website, it will automatically jump to the WooCommerce customer list, and after subscribing, it will be displayed in the default list or WordPress user list

Yes, you are correct for the most part. One difference is that WooCommerce customers will be WordPress users, but WordPress users may or may not be WooCommerce customers. Hope that clarifies a subtle difference between these lists.

When you have Opt-in on checkout
enabled, new customers are automatically added to the WooCommerce Customers
list. You don’t have to (and can’t) choose that list in the select field. The field is only if you also want to add them to any other list.
WooCommerce Customers
and WordPress Users
lists are automated, and you can’t manually add users to them, or select them in sign-up Forms or in the Checkout.
