 * Do you mean that you want to be able to change the status from the front end?
   In order to do this, you need to be logged in either as the admin or the sales
   rep.
 * If you mean you want the customer to be able to choose their own status when 
   creating an order, then this is not possible. The status feature is meant to 
   be set either by the site admin and/or a sales rep.
