Set default tax to zero on check out (3 posts)

We have the store configured to charge tax for 4 states. The problem is when you go to checkout, whether you are logged in or not it shows the tax based on our store's home state. Then the visitor thinks that is their tax rate before they check out. I know I don't see it that way but some see it that way. Can I set it to be blank or set a state that has no tax as the default causing the checkout to not show tax?

I found a solution here by adding a new entry to the database and setting it as the the default state in the admin. http://wordpress.org/support/topic/change-default-shipping-and-billing-state-to-select-a-state

It would be better if it would not show "Select one" as an option because when you select the dropdown is shows ...Rhode Island, Select one, South Carolina, South Dakota and so on...
