 * A Video tutorial I followed in deleting and recreating WP with quickinstall suggested
   that I delete everything via File Manager, after that I should us Config file
   to reinstall the files. Question, is how can I use the config file when it has
   been deleted with the other files. Now I’m unable to access anything on the site

 * Ask your host if they have a backup. Hopefully you did not delete the database.
