serious noob question. can i make this website with wordpress?

Hey guys, I’m a serious noob. i’m ready to learn/manipulate themes(I liked Arras theme)

well, is this website(see below request) possible with wordpress? website is not a blog.

these are functions that i must have.
• Member’s Log-In (15 members, each of their own bio pages, they will frequently update the page)
• possible forum function(may not be necesssary)
• Join Email Updates
• credit card/paypal payment function(receiving annual fee, just once a year)
• Online voting function

is this website possible with wordpress? or do i have to look for a CMS such as drupal? I find drupal much harder than the wordpress. if this is possible what would be an ideal theme for this?

please help the noob! I’m very new to all of this.
