    If you are referring to a displayed site description/tagline, see Settings -> General. If you are referring to a meta-description per page, consider install an SEO plugin.

    Would the displayed site description/tagline appear on the site itself or the search engine?

    At the end of the day, you cannot “force” Google to use specific text when displaying your site in its search results. The best you can do is suggest some text via a site’s meta-description or via the text in the opening paragraph on each individual page.
