Send notification email AFTER fields updated?

Is there a way to only send notification emails once an admin has edited some fields from the form? – i require admins alter some of the posted values before the notification email is sent out? perhaps a button on the submission page that says ‘send notification email’ and sends the email notification at that point rather than once the form has submitted?
