    It does what I need it to do, and it didn’t take much effort to set up. It looks like I could customize it if I wanted. I’m wondering whether the message is or can be localized?

    Yes, all the text in the banner can be edited from the settings panel for WPConsent. You can update them from wp-admin > WPConsent > Banner Design > Content tab.
