 * Is there a way to have the content in a pdf file searchable?
 * Or is there another file type, that can not be edited, that will allow the content
   to be searchable?
 * I need to upload or somehow display these files but have the content searchable
   to users.

 * Generally speaking, .pdf files are already searchable in most .pdf readers or
   plugins. Once a .pdf document is opened for reading Ctrl+F opens a search box
   that allows searching of the .pdf document content. The content won’t be searchable
   from the search box on your WordPress site because the data isn’t stored in the
   database. It’s only stored in the .pdf file itself.

 * Only text that’s stored in the database aas the posts/pages/etc title and content
   is searched when you use the standard WordPress search functionality.
 * There’s other search plugins that can extend the functionality for searching,
   but I haven’t come across any so far that will read and index PDF files.
