Scrolling to links in a page

My menus have sub-menus linking to sections within various pages.
When these are selected, it is inconsistent how they are scrolled – sometimes the page scrolls the section to the top of the page, sometimes to the middle and sometimes to the bottom.
The latter is most obvious at Contact, which scrolls so the row is just off the bottom of the screen.

Is there a way to force browsers to scroll a section to the top of the window?
And if not is there a way to mitigate the problem?
