Scrolling news ticker and customizable popup

Greetings
I have a question on two potential plugins if anyone has any recommendations for these two features.
1) a scrolling horizontal text module which would essentially allow the client to enter some text which would then be displayed in a designated spot and scroll repeatedly across the page horizontally. Like a news ticker but with custom text.
2) a customizable pop up sort of opt in feature which would display a popup box much like newsletter opt in plugins do but where the pop up box can be any HTML because what we want is not a newsletter opt in but an offer for a free sample, basically a popup offer but with form fields to collect their info.
I’ve looked at some of the plugins for the scrolling text but have not found them to work well, may just do JavaScript for this but ideally I need something the client can configure without messing with code.
