The things that move when I scroll are the side menu and the headers outside the box that contains the list of posts (Bulk Actions, All Dates, All Categories, search bar, etc.). However the box with the list of posts remains stagnant so I cannot get to the bottom of it. Please attempt to deactivate all plugins and switch to the default Twenty Twenty-Three theme. If the problem goes away, re-activate them one by one to identify the source of the problem. * If you can install plugins, install [Health Check](https://wordpress.org/plugins/health-check/). I think the problem is with the browser. Are you using Google Chrome? The issue is still there. Oddly, when I opened WordPress on my PC vs my Mac (which is my main computer), it’s fine. It’s definitely Chrome. Works fine in Safari and Firefox. And Chrome on PC but not Mac. * So what’s the solution other than switching browsers? Just an FYI, I use Elementor Pro and couldn’t edit without it going into Safe Mode, and discovered this was a Chrome conflict as well.
