Scroll to ID jumps then scrolls up

Hi,
I am using your plugin on this page: http://siteimprove.com.l01.project-qa.com/software/web-content-suite/ and for the most part its working great. However, when you click on the navigation (the second/inner one, not the main) it jumps to the section and THEN scrolls UP to the off set. How can I get it to scroll down to the section? Any help would be appreciated!
