Perhaps your website can not connect to the CleanTalk Cloud.
Could you ping the CleanTalk Servers from your hosting account? The Security Service ones:

I have tried to ping the CleanTalk’s Security IPs from the terminal of Cpanel so the .htaccess is not concerning.
Please, do the following:
• WordPress Admin Page —> Plugins —> Installed plugins —> Security by CleanTalk —> Deactivate and Activate again
• WordPress Admin Page —> Settings —> Security by CleanTalk —> Synchronize with Cloud

Synchronize with cloud seems to work
Scan continue to stop during “Receiving plugins and themes hashes”
Please, enable the option “Send connection reports”:
• WordPress Admin Page —> Settings —> Anti-Spam by CleanTalk —> Advanced settings —> Send connection reports
Also, right under the button “Synchronize” there is a gray button “Statistics & Reports”.
Do you see any failed connections there?

I use Security by CleanTalk and not Anti-Spam by CleanTalk, but I have installed it and done what you have written: there’s no connection error.
I have launched a new scan and now it stops more later, sometimes on Scanning for modifications, sometime on Updating status for approved files, and it never finish the scan.
I’m sorry, I can’t say what could cause this issue at this point.
