Saving stylesheet via CSS Stylesheet Editor, double quotation is increased

    I wrote on CSS Stylesheet Editor such as bellow.

    @charset  "utf-8";
@import  "http://fonts.googleapis.com/earlyaccess/notosansjp.css";

    Then I clicked “Save Stylesheet” button.
    Then I saw it changed to such as bellow.

    @charset  ""utf-8"";
@import  ""http://fonts.googleapis.com/earlyaccess/notosansjp.css"";

    I clicked “Save Stylesheet” again, then

    @charset """utf-8""";
@import  """http://fonts.googleapis.com/earlyaccess/notosansjp.css""";

    strange behaviour.
