“Save Changes” missing from Widgets in 2.0

When I upgraded my site to 2.9, the “Save Changes” button on the Widgets page disappeared. Now, some of the changes to my sidebars work and others don’t. I can’t figure out how to make sure that new/changed widgets stay new/changed.

Everything else seems to work fine.
