“Salesforce could not create this lead” error

    We are getting error messages that Salesforce could not create a lead. But the lead is also going into Salesforce. Why might this be happening? We are testing forms on a staging site that’s not public yet. Here’s the error message we get via email:

    Salesforce could not create this lead because of the reason listed below. For more information about this error or help with Web-to-Lead, please contact Customer Support.

    Reason: Use one of these records?

    No idea. That’s a Salesforce generated error… so you should really ask Salesforce support.

    I’m also getting this error message.
    We have also noticed that we get duplicate leads out of the same form.
