    Despite having WordPress timezone set to local Toronto timezone, the sale schedule applies sale prices on UTC time, instead of local time.

    While that is the case, there is no option to insert exact time in the product sale settings, only a date.

    In order to set custom time, it seems we need to export products, edit the csv with text editor (not with excel, which messes up the time/date format), and then use product import feature to get the custom time for the sale start/end schedule.

    As far as I see, schedule following UTC timezone is a bug, which needs a fix.

    Additionally, it would be nice to have time setting available, and import code enhancement, which would be able to read timeformats by excel.
    – These should be also available to bulk edit.

    Neither. The server timezone seems to be CDT.

    Despite of that, it would be logical to have the sale prices (and product publish time) to follow set wordpress timezone, than anything else.
