I substituted a logo for my header text and dropped the header image altogether. My logo sits to the left and is much smaller than the default header images – only 130 px square.
Now I’d like to bring my menu up next to that logo, but haven’t been able to figure it out with the #access css.
Any help would be appreciated
If the problem is specifically with CSS, try a CSS specific forum.
I should have said, this is specific to the Twenty Eleven theme, so I think this is an appropriate place for it. Is it just a css problem, or would I have to edit header.php?
Do not edit the Twenty Eleven theme. It is the default WordPress theme and having access to an unedited version of the theme is vital when dealing with a range of site issues. First create a child theme for your changes.
Of course I’m editing a child theme, but it’s based on Twenty Eleven

I have the site on a local host, so it’s not publicly viewable.
I simply want to have a logo space on the left side of the header and the menu on the right, under the search box.
Is this really an unusual modification?
What I really need to know is can I do this solely in the styles.css or if I have to make changes to header.php
That totally depends on the site — and what modifications you’ve done and what you are trying to do. It’s just VERY hard to help with things like this without seeing the actual site.
From what you have said, it is PROBABLY doable in the CSS — try using Firebug to work with the CSS — and look at the margins for the menu section — you can use negative top margins to move it up.
