rtl.css for child theme doesn't seem to lead

Hello,
I have made the rtl.css file for the child theme. However, it doesn’t appear to be loading.
In the page source – I can see it. But in the check element – not a single setting appears.
Am I forgetting something? How to overcome it?
This is a multisite, for upgrade and change, and here is the URL:

Sorry, it is in Hebrew. But you may see, for example, the bullets and numbering having the ‘margin-left:20px’ coming from style.css. and there is also responsive. css – but nowhere rtl.css.
